Short answer

In 2025, the 160 sales of farmland of 10 ha or more recorded in Lavalleja averaged USD 3,736 per hectare and 100 ha per deal, according to DIEA; the national average was USD 4,178. For a chacra (small farm), the price matters as much as access, water, power and what you are allowed to build: every new rural padrón (cadastral parcel) needs at least 5 ha and, in the RP3 rural area of the Villa Serrana Local Plan, the house and sheds cannot exceed 250 m² in total.

What to compare when two farms are the same size

Before you ask for viewings, finish the sentence "I am going to use the land for…". If the answer mixes a house, a vegetable garden, livestock, cabins and a future subdivision, set priorities: several of those depend on permits, on the soil or on investments that do not come with the price.

Do not carry over what holds for a farm near Minas to another one in Mariscala, Solís de Mataojo or a hill area.

The Lavalleja Land-Use Planning Guidelines categorize land and protect areas with environmental or landscape value, and the Intendencia (departmental government) publishes maps by locality. Request a consultation for the specific parcel and the use you have in mind.


Near Villa Serrana: the RP3 rural zone

The Villa Serrana and Marco de los Reyes Local Plan (Decreto 3.701/2021) also regulates the rural land around them, split into four areas (RN1, RP1, RP2 and RP3) with different rules. RP3, general protected productive rural area (arts. 87 to 90), sets:

  • Subdivision: lots of at least 5 ha, where a circle 100 m across fits in at least two places. Horizontal property (condominium) is not allowed.
  • Building: one family home, one complementary unit and the farm sheds, as long as all of it together does not exceed 250 m². Maximum site coverage (FOS) of 1%.
  • Height and setbacks: 7 m over two floors at most and a 20 m setback from every boundary of the property.
  • Terrain and woodland: you may not alter the terrain, rock outcrops or native woodland; farm ponds (tajamares) are allowed.
  • Uses: tourism without altering the land, assessed case by case; forestry with exotic species and quarries are not allowed.

On a 5 ha RP3 farm, the 1% FOS would give 500 m², but the 250 m² cap prevails.

The Plan's other rural areas have their own parameters (in RP2, for example, the setback is 50 m), so first confirm which one the parcel is in. If you are thinking about cabins to rent out, take the project to a consultation before you make an offer.

CONEAT answers one specific question

The CONEAT index measures productive capacity for beef, sheep meat and wool, with 100 as the national average. The MGAP explains how to look it up by parcel. A vegetable garden, a vineyard or a house need other evidence.

If you plan to farm, walk the soil types, slope, rock and erosion with an agronomist: a parcel average can hide big differences within the plot. If you plan to live there, siting, access and services weigh more than a high CONEAT.


"It has water": from where, whose and how much

Ask where it comes from, who owns the installation, how it is distributed, what quality it is and whether it is enough for your use. A farm pond, a stream, a well and a mains connection are different situations.

A creek adds appeal, but also setbacks where you cannot build, and upkeep. Within the Villa Serrana Local Plan area there are fixed distances from watercourses; outside it, others may apply. Do not copy the ones in a listing or from another department.


Access and subdivision: two promises that need paperwork

Access

Check whether the way in is a public road or, when it crosses another property, a registered easement, and who maintains the last stretch. Drive to the gate in the rain or ask for recent evidence. Your escribano (notary) checks the registered rights with the registry certificates.

Subdivision

If someone is selling "part of a field", ask for the plan and the authorization. In Lavalleja, every new rural parcel must have at least 5 ha, and land-use rules can add conditions, as in RP3. A sales sketch does not create a parcel. The surveyor and the notary confirm what can be transferred today.


Native woodland: what it requires and what it exempts

Woodland, rocks and watercourses are often what makes a hill farm attractive. They also shape the project.

  • Cutting and management: the MGAP requires authorization.
  • Benefits: if the woodland is registered and has a management plan approved by the Dirección General Forestal, drawn up by an agronomist or forestry technician, the same source provides for benefits on Contribución Inmobiliaria (property tax), Primaria, Patrimonio, IRAE and BPS.

Ask for proof of registration and of the exemptions actually granted. Before you sketch a road or a group of cabins, have a professional study where you can build, legally and physically.

Costs and taxes

To the price, add the ITP (property transfer tax, 2% paid by you), the notary, registration and certificates; the guide to buying costs breaks them down and the buying costs calculator estimates them. Then come access, water, energy and upkeep.

Ask for the rural Contribución Inmobiliaria bill and check with the DGI whether the parcel pays the Primaria tax or has an exemption. Being rural does not settle that on its own.

Power and internet

UTE distinguishes parcels less than 500 m from the grid and works between 500 and 2,000 m. Under 500 m, the work is free and you only pay the connection fee; farther away a different scheme applies. Ask for a feasibility check by parcel before you compare offers.

Parcel data

The cadastral certificate identifies the parcel and its tax value, which is not a market price. For a first look, INGAR's rural parcel map shows open cadastral data; it does not include CONEAT. Urban and suburban parcels in the department are in Lavalleja parcels.

How much does it cost to bring power to a farm?

It depends on the distance to the UTE grid. If the parcel is less than 500 m away, UTE does not charge for the work and you only pay the connection fee. Between 500 and 2,000 m a different scheme applies, with different costs. Ask for feasibility by padrón number and add the quote for the internal wiring before you compare prices.

Can you buy a farm from abroad?

The search and part of the paperwork review can be done remotely. Before you commit, have a notary do the title search and a local professional make a site visit.
