Buying a small farm in Rocha: your house, water, power and protected areas

Short answer
A chacra (small farm) in Rocha should be judged by the use you plan to give it. On productive rural land, Ley 18.308 (art. 39) only exempts from authorization the home of the farmer and their staff and the buildings for farm activity: a getaway house is an «other use» and may need authorization from the Intendencia (departmental government). Before making an offer, ask for the padrón (cadastral parcel number) and the survey plan, and check the title, access, water, distance to the UTE power grid and whether the land touches a protected area.

Where Rocha's chacras are and what they are worth
The Sierras de Rocha, near the departmental capital, have hills, ravines and valleys with streams. There is also land toward Laguna de Rocha, Laguna de Castillos, the ruta 9 corridor and the butiá palm groves around Castillos. Distance to the highway, the local road and available water change what you can do on each chacra.
In the August 2026 DNC dataset processed by INGAR, Rocha's rural padrones have:
- A median area of 10.07 ha.
- A median cadastral value of UYU 218,098.
That last figure is a tax value. To negotiate, compare similar rural offers and sales, with dates and soil quality. The rural padrón search locates each padrón.
As a reference for actual sales, DIEA reported for Rocha in 2025:
- 145 transactions and 19,295 ha sold.
- An average of USD 3,839 per hectare, against USD 4,178 nationwide.
- An average of 133 ha per transaction.
DIEA's data covers farmland sales of 10 ha or more. A small chacra to live on near the coast belongs to a different market: ask for comparables with the same use and access.
First, choose the main use

If you plan to live there, one hectare next to good access may serve you better than several isolated hectares. For farming, have a professional assess usable area, soils and water.
The purchase path, padrón by padrón
1. Identify the property
Ask for the rural padrón number, survey plan, area and boundaries. Walk the fences and entrances with a surveyor if in doubt. An entrance used for years does not prove a right of way: your escribano has to verify it in the title and its history.
2. Check who is selling and what is being transferred
The Dirección General de Registros issues certificates on recorded deeds. Have your escribano study the title and any easements.
If you are offered «a portion to be split off», the minimum for each new rural padrón in Rocha is 5 ha. A smaller chacra may be a padrón that already existed or may fall under another land category: ask for the plan, the cadastral certificate and a registry check.
3. Confirm whether you can build your house
Article 39 of Ley 18.308 sorts rural land uses into three groups:
- No authorization needed, on productive rural land: «the home of the rural producer and of the establishment's staff and those buildings directly related to rural activity», unless a land-use instrument requires it.
- With authorization from the Intendencia, where the instruments provide for it: the admissible «other uses». A getaway or weekend house, with no farming behind it, falls here.
- Prohibited: buildings that create a need for urban infrastructure and services, bring in urban activities or cause the landscape to lose its rural character.
The Intendencia de Rocha publishes its guidelines and plans, including the Plan Local Lagunas Costeras. Request an inquiry by padrón for the house or lodging you have in mind, before you make an offer.
4. Check the protected areas
Rocha has SNAP (national protected areas system) areas:
- Laguna de Rocha.
- Laguna de Castillos.
- Cabo Polonio.
- San Miguel.
- Cerro Verde e Islas de la Coronilla.
- Laguna Garzón, shared with Maldonado.
- Laguna Negra, a National Park since Decreto 43/025 of February 20, 2025.
The Laguna Negra decree covers rural padrones 4192 and 2618 (part) of the 5th cadastral section and the body of water. Inside the area it prohibits all urbanization and building, except what the management plan provides for or the Ministerio de Ambiente authorizes. With that addition, SNAP reached 21 areas.
In any protected area, Decreto 349/005, art. 2, item 34, requires Prior Environmental Authorization for «activities, construction or works» not covered by approved management plans. Overlay the padrón on the area's maps and its current management plan.
5. Find out about water before the decor
If the supply depends on a well, ask for information on the existing well, flow, water quality, water-use rights where applicable and maintenance costs. The Dirección Nacional de Aguas publishes the Public Water Register, and drilling companies must be licensed.
A visible stream is not the same as year-round household water. Also get a professional's budget for sewage and wastewater disposal.
6. Look at the soil with the right use in mind
The MGAP lets you look up the CONEAT index and groups by padrón. It is a reference for productive capacity tied mainly to beef, sheep and wool. It does not measure suitability for vegetable growing, vineyards, forestry, housing or tourism. For farming, ask for an agronomic assessment of the part you will use: slope, drainage and water.
7. Treat native woodland as an asset with rules
If there is native woodland, check whether it is registered: the MGAP explains felling permits and the tax benefits of registration. Ask the seller for the certificate and consult an agronomist before you design access roads or clearing.
Power, internet and roads: what it costs to get there
UTE electricity
UTE's rural electrification program has basic conditions:
- A rural padrón outside an electrified area.
- A request for single-phase low voltage up to 9.5 kW.
- No previous supply, except an off-grid solar system.
- An existing building on the property.
- Not located in a beach-resort zone.
If you meet those conditions, the cost depends on the distance to the grid:

The UBT (UTE's tariff unit) is worth UYU 953.51 in 2026. For a getaway house with no registered farming, more than 500 m away, the typical case is mixed works: ask UTE for an estimate by padrón before making an offer.
Internet and signal
Measure the mobile signal where you will work and check Antel's mobile coverage and fiber maps. Ask about availability and connection price for the padrón.
Roads and taxes
Tell apart a local road maintained by the Intendencia from an easement or private entrance, whose upkeep you will have to agree on with other owners.
For the annual budget, ask for the Rocha rural contribución inmobiliaria (property tax) bill and check with the DGI whether the padrón pays the Primary Education tax (impuesto de Primaria) or has an exemption. Add fencing, water, power and house maintenance even if you only go some weekends.
The visit that is worth more than a hundred photos
Go back off-season and, if you can, after rain. Drive the road from the highway and look for where water collects. Visit the house when closing it up and when opening it: damp, drains, heating and animals getting in are problems of daily use, not details.
Depending on the project:
- If it will be your home, test the trip to healthcare, shopping and school or work for a week.
- If it is a second home, budget for who looks after it while you are away.
- If it is for farming, calculate working capital and technical advice on top of the land price.
- If you will host tourists, treat the income as a hypothesis until you have comparable demand and confirmed licenses.
Before making an offer, get two independent answers. The notarial one: can this property be transferred, with its access and encumbrances identified? The technical one: does it allow the project that justifies the price for you, and how much does it cost to carry out? If either fails, renegotiate or walk away.

How much does it cost to bring UTE power to a chacra?
If the rural padrón is less than 500 meters from the grid, UTE builds the line at no cost and only charges the connection fee, as long as there is an existing building and the land is not in a beach-resort zone. Between 500 and 2,000 meters, MGAP family farmers pay tiers from 38.6 to 248.3 UBT; everyone else goes through mixed works, paying for the works themselves.
Can you buy a chacra of less than 5 hectares in Rocha?
Yes, if the padrón already exists. The 5-hectare minimum applies to creating new rural padrones by subdivision in Rocha, not to selling one that already has that area. Ask for the plan, the cadastral certificate and the title study, and confirm the land category: a small parcel may also be on suburban land, with other rules.
Can you build near Laguna Negra or Laguna de Rocha?
Inside a protected area, any activity, construction or works not provided for in an approved management plan needs Prior Environmental Authorization (Decreto 349/005, item 34). In the Laguna Negra National Park, Decreto 43/025 also prohibits urbanization and building except what the management plan provides for or the Ministerio de Ambiente authorizes.
