Short answer: yes, a retired Brazilian citizen can settle in Uruguay through the Mercosur residency route if the published requirements are met. The decision should not begin with a property purchase. First verify the budget in reais, health coverage, pension treatment, city and everyday support network.

Uruguay may fit because of regional proximity and manageable urban scale, but it is not cheap for everyone. A pension that is sufficient today can become tight if the real moves, housing costs rise or unplanned medical and mobility expenses appear.

Mercosur residency for a retired Brazilian

Brazil is included in permanent Mercosur residency. The current procedure asks, among other items, for identity, a national criminal-record certificate from every country where the person lived for more than six months during the previous five years, and a vaccination certificate issued in Uruguay. Documents issued in Brazil have an exception from Spanish translation. The portal states that Brazilians are exempt from the definitive-residency fee under reciprocity; that does not make the whole process free, because the migration certificate and any re-entry permits have their own charges in UI.

A separate benefit regime for foreign retirees also exists under Law 16,340, with its own income and asset requirements. Those requirements do not apply to the permanent Mercosur residency described here.

Brazilian pension and the social-security agreement

Before moving, confirm proof-of-life requirements, continuity and payment abroad with Brazil's INSS. If there are contribution periods in Uruguay or you intend to use the international agreement, also ask the BPS about aggregation of periods and the filing procedure.

The agreement can support benefit procedures and recognition of periods in the relevant case; it does not automatically convert a Brazilian pension into a Uruguayan one.

Tax residency and taxes require a separate analysis

Legal residency does not determine tax residency by itself. The DGI publishes separate tests, including physical presence and specified economic interests. The treatment of a pension or other income depends on personal facts, source and applicable rules; it cannot be inferred from a real-estate article.

Health care: confirm access before choosing an area

Uruguay has a National Integrated Health System, and the Ministry of Public Health runs a program for older adults. Actual access and cost, however, depend on affiliation, contributions, residency and individual status. Do not assume that receiving a foreign pension creates automatic membership with a provider.

  • List medication, specialists, check-up frequency and emergency needs.
  • Ask BPS and providers directly about eligibility and price in your case.
  • Check year-round distance and transport to health care.
  • If long-term care may be needed, use the MSP list of authorized establishments, not commercial reviews alone.

How much you need when paid in reais

Build the budget in Uruguayan pesos and convert at a dated rate. Include rent, common charges, guarantee, electricity, heating, internet, food, health, medication, transport, trips to Brazil and an emergency margin. Also test a 10% decline in the real against Uruguayan costs.

Choosing a city for retirement

Montevideo has more specialists, transport and services. Ciudad de la Costa combines proximity to the capital with different housing, but can increase car dependence. Costa de Oro and Colonia offer a smaller scale with fewer specialist services. Maldonado and Punta del Este require a clear distinction between tourism, seasonality and year-round life.

Rent first or buy?

Renting for six to twelve months can reveal damp, cold, noise, winter services and real travel times. Before renting, confirm which guarantee the owner accepts and whether the provider considers foreign income. Approval should never be described as automatic.
