Short answer: Montevideo is usually the most practical starting point if you rely on on-site work, public transport and a broad range of services. Ciudad de la Costa may provide more space while keeping access to the capital. Costa de Oro requires careful checks of transport and year-round services. Maldonado and Punta del Este combine coastal life with sharp differences by area and season. Colonia offers a smaller scale but also a smaller job market and property supply.
There is no universal “best city,” and no serious list of cheap cities without defining housing, transport, health, work and time of year. Use this guide to build a shortlist before browsing properties.

Montevideo: the broadest infrastructure
The capital concentrates the widest range of jobs, education, health providers, transport and housing. The trade-off is that the experience varies enormously by neighborhood and building. Comparing advertised rent alone is not enough: add common charges, guarantee cost, heating, noise, sunlight and commute.

Ciudad de la Costa: more space, but measure the commute
Ciudad de la Costa can work for someone seeking a house, a yard or proximity to the sea while remaining connected to Montevideo. The common mistake is measuring the map rather than the routine: departure time, traffic, rain, school, groceries, health provider and car dependence.

Costa de Oro: do not judge it in summer alone
Atlántida, La Floresta and other Canelones coastal towns attract people seeking the sea and a quieter pace. They may fit remote work or a less urban routine, but transport, health, shopping and annual-rental supply vary by town and season. A lower rent stops being cheaper if the household needs two cars or long trips.

Maldonado and Punta del Este: separate city, resort and season
The Punta del Este region is not one property market. Península, Aidy Grill, the Avenida Roosevelt corridor, La Barra and other areas have different routines, prices and seasonality. Maldonado adds permanent services and housing at another scale. A visitor should experience winter before treating a holiday as proof of year-round fit.

Colonia del Sacramento: compact scale, smaller market
Colonia may appeal through its scale, heritage and regional connections. In return, it offers less job and property variety than Montevideo. If you need specialist care, frequent flights or a specific professional sector, test the logistics before signing a long lease.
Do not buy a tourist image. Test groceries, health care, internet, travel and activities during a normal month, and verify the real annual-rental supply.
Which cities are cheaper?
The better question is which place produces the lowest total cost for your routine. Rent may fall away from the main centers while transport, cars, heating, maintenance or travel rise. A departmental average also says little about one particular home.
- Define the minimum home and maximum total budget in UYU.
- Add rent, common charges, guarantee, utilities and mobility.
- Convert to reais at an identified rate and test a 10% adverse case.
- Compare only annual homes that are actually available.
