Short answer: a Brazilian citizen can apply for permanent Mercosur residency in Uruguay. Buying a home is neither a requirement nor, by itself, a way to obtain residency. Which residency can a Brazilian apply for?

The official portal also describes temporary Mercosur residency for up to two years, renewable for another period, but states that a person who meets the criteria may apply directly for permanent residency. Do not assume that temporary status must always come first.

There is also a special border document for Brazilians living in certain border cities and carrying out work or education activities in Uruguay; retirees and pensioners are included as well. That document is not the same route as moving to Montevideo, Canelones, Colonia or Maldonado.

The official procedure page, updated on March 12, 2026, lists a passport-style photo, a valid identity document, a national criminal-record certificate from every country where the adult lived for more than six months during the previous five years, and a vaccination certificate issued in Uruguay showing compliance with the current Uruguayan schedule. Separate documents and authorizations apply to minors.

Originals must be current. Migration may obtain information from other agencies and request additional evidence in a special case. If a marriage or family relationship has to be proven, check the specific validity rule for that certificate too.

  • Identity: use the same document for the appointment and the in-person filing; if it was renewed, carry the previous one when relevant.
  • Criminal records: do not check Brazil alone if you lived elsewhere during the period specified by Migration.
  • Vaccination: the certificate is issued in Uruguay and follows the Uruguayan schedule.
  • Minors: prepare birth records, parental authorizations and responsibility documents for the particular family situation.

Two useful Brazil-specific exceptions

The official page states that documents issued in Brazil are exempt from the Spanish translation required for other foreign documents.   1. Read the full official procedure and collect every mandatory document.
  2. Start online using an accepted digital identity or reserve an available in-person route.
  3. If the online submission is accepted, use the link sent to choose a date and office; if observations are issued, correct them through the online inbox.
  4. Attend in person, on time, with the originals. The procedure warns that missing documents are accepted in one additional instance rather than piecemeal.
  5. Follow the instructions of the office where the process started. While residency is pending, each departure from Uruguay requires payment of the re-entry permit published by Migration.
  6. With the appropriate migration certificate and status, confirm the ID-card process directly with Civil Identification.

Timing depends on the documents and the agency. Be wary of any sales promise guaranteeing completion within a fixed number of days.

Legal residency is not tax residency

Legal residency regularizes immigration status. Tax residency is determined under separate criteria administered by the DGI, such as physical presence or economic interests.
