Cold Uruguayan Winters and Uninsulated Homes: What Heating Really Costs

Short answer: a 1.5 kW resistive electric heater, run eight to ten hours a day, can add roughly $ 3.700 to $ 4.800 a month to the bill of a household on the Tarifa Residencial Simple (UTE's standard residential rate).
That's a worked example, not a flat rate: it hinges on your baseline usage, IVA (Uruguay's value-added tax), the appliance itself, and how many hours it actually runs. An inverter air conditioner doesn't draw the same power as a resistive heater, and it typically delivers far more heat per kWh.
One early warning about insulation: you can't judge whether a home is cold by checking for double-glazed windows. The roof, the walls, the openings, the orientation, air leaks, moisture, and how many surfaces face the outdoors all carry weight.
Why Uruguayan winters feel so harsh indoors
Uruguay has a humid temperate climate. INUMET (the national weather service) puts average winter relative humidity at around 80 % nationwide.
That doesn't mean outdoor humidity "seeps into" every house. Indoor comfort comes from several factors working together: air temperature, the temperature of walls, ceilings and floors, drafts, indoor humidity, how much sun the place gets, the insulation of the building envelope, the heating system, and ventilation habits.
Hence an experience many newcomers struggle to put into words: a room can have warm air and still feel cold, because the walls and windows are cold. And water vapor from inside condenses on those cold surfaces.
That's why two apartments of similar size can need wildly different amounts of energy to reach the same level of comfort.
UTE's Tarifa Residencial Simple in 2026
Rate schedule in effect since January 1, 2026:

Schedule prices exclude IVA. The residential fixed charge is exempt; energy and capacity are taxed.
The practical takeaway: there is no such thing as "the price of a kWh." What you pay depends on which tier each slice of your consumption lands in — and heating is precisely what pushes you into the expensive tier.
The example, in numbers: a 1.5 kW heater
A resistive heater drawing 1.5 kW while switched on:
1.5 kW × 8 hours × 30 days = 360 kWh per month 1.5 kW × 10 hours × 30 days = 450 kWh per month
Say the home used between 150 and 200 kWh a month before any heating:

The gap in that last case isn't an error: once you cross 600 kWh, part of your usage falls into the third tier, the one priced at $ 10,539.
At the BCU (Uruguay's central bank) reference exchange rate of July 29, 2026 —$ 40,223— that works out to roughly USD 92 to 119 a month.
Over three months at that pace, the extra spend runs about $ 11.100 to $ 14.300. Over four, $ 14.800 to $ 19.100. That's the figure worth carrying in your head when you're weighing two rentals against each other.
What this calculation assumes
That the heater draws 1.5 kW continuously, runs every single day, that the rate is Residencial Simple, that contracted capacity is sufficient, that no discounts apply, and that the rest of your consumption stays flat.
A heater with a thermostat cycles off part of the time and costs less. In a home with heavy heat loss, though, the thermostat barely cycles off at all — which is why the same heater costs wildly different amounts in two different houses.
A space heater and an air conditioner don't cost the same
Don't transfer the math above to an air conditioner just by looking at its rated power.
A resistive heater converts electricity into heat at essentially one to one. An air conditioner in heating mode works as a heat pump: it moves heat around and can deliver several units of thermal output for every unit of electricity it consumes.
In a comparison UTE published in 2025 for heating a 20 m² room, under that study's specific conditions and on the Plan Inteligente (UTE's time-of-use rate plan):

These aren't universal prices, and they don't carry over automatically to 2026 — but they show why the type of equipment can matter as much as the hours you run it.
Before you choose, check energy efficiency, sizing appropriate to the room, maintenance and filter cleaning, your contracted rate, hours of use, and the electrical capacity available in the home.
Is it worth paying more rent for a better-insulated home?
It can be. But let's be honest about the arithmetic, because the "it pays for itself" argument usually doesn't add up.
Suppose the home with better window and door systems costs USD 50 more per month:
USD 50 × 12 = USD 600 extra per year
If it saves USD 70 a month on heating over three months:
USD 70 × 3 = USD 210 in annual savings
Net result: the better-insulated place still costs USD 390 more per year. To break even on heating alone, it would have to save USD 200 a month across the three winter months.
That doesn't make it a bad choice. What it buys you is something else: steadier indoor temperatures, fewer drafts, less risk of condensation, better comfort in summer too, less noise if the windows are acoustically sound, and a property that's easier to maintain.
The right call is to compare annual cost and comfort, without pretending every thermal upgrade finances itself.
What Uruguayan regulations require
Ley 13.728 sets the minimum housing standard for homes built in the country. Its Article 18 requires, among other conditions, that roofs guarantee water-tightness and the minimum thermal insulation set by regulation, and that exterior walls block moisture and provide that minimum insulation.
In Montevideo there are also departmental rules laying down specific thermal-envelope requirements for new construction.
That said: a damp stain doesn't prove a violation. First you have to establish where the moisture is coming from, when the home was built or renovated, which rules applied to it, whether there's a construction defect, deferred maintenance or a usage problem, and what repair is called for.
If the home is a rental
The Código Civil (Uruguay's civil code) obliges the landlord to keep the property fit for the use it was rented for and, broadly, to carry out any necessary repairs that aren't the tenant's responsibility.
Faced with persistent damp: report it in writing, take dated photos, log when it shows up and whether it tracks with rainfall, don't paint over it, ask for the cause to be identified, and keep reports, messages and quotes.
Who ultimately bears responsibility depends on the source of the problem and the terms of the lease — and on the evidence you've gathered.
Not all damp is the same
Identifying the type is what keeps you from spending badly:

Condensation improves with heating and ventilation; you can't ventilate your way out of a leak. And antifungal paint, applied without eliminating the source, hides the problem for a few months rather than fixing it.
If the stains are extensive, keep coming back, or affect ceilings and structure, call in an architect, engineer or specialized technician.
What to check during a viewing
1. Where the unit sits in the building. Square meters alone won't tell you. Ask whether the unit is on the top floor, has exposed walls, occupies a corner, sits above a garage or open space, is buffered by neighboring apartments, catches strong winds, or has buildings and trees blocking its sun. A unit surrounded by other homes loses considerably less heat than one with an exposed roof, floor and several exposed walls.
2. Orientation and sun exposure. In Uruguay, a north-facing window can get direct sun for much of the winter; a south-facing façade, far less. But it depends on balconies, neighboring buildings and obstructions. Visit at a time of day when you can see for yourself: the orientation on the floor plan doesn't guarantee useful sunlight.
3. Roof and exterior walls. What they're made of, whether they include insulation, whether construction specs or plans exist, when the roof was last waterproofed, whether there have been recent repairs, and who maintains the façade and rooftop. On a top floor, the condition of the roof matters more than the type of glass.
4. Windows and doors. Single glazing or DVH (double-glazed insulated units), the frame material and its condition, how the sashes close, weatherstripping, air inlets, exterior sealing, and condensation between panes. DVH helps, but double glazing in a bad frame still leaks air.
5. Signs of damp. Where walls meet ceilings, exterior corners, the base of walls, behind curtains and furniture, inside closets, freshly painted walls, and ceilings under rooftops or terraces. Visiting during or after rain helps, though it won't guarantee you see everything.
6. Heating and consumption. What system the previous occupant used, which rooms they heated, for how many hours, which UTE rate the home is on, what the contracted capacity is, and whether they kept winter bills. Read those bills carefully: someone out at work all day consumes differently than a family with kids or someone working from home.
7. Electrical installation. A 1.5 kW heater draws about 6.5 amps at 230 V. Trouble shows up when you combine it with an oven, a water heater or a clothes dryer. Check the panel, ask about contracted capacity, and never plug high-draw heaters into extension cords or adapters. If the wiring is old, have a licensed technician look at it.
If you already live there: what actually helps
1. Diagnose before you paint. Leak, rising damp, condensation or a plumbing failure: without knowing which, it's easy to spend on the wrong fix.
2. Seal the air leaks. Weatherstripping and adjustments to windows and doors cut down on drafts. Don't block vents or any required ventilation systems.
3. Use the sun. Curtains and blinds open when direct sun comes in; closed at night, to cut heat loss through the windows.
4. Ventilate deliberately. The house needs fresh air, especially after showering, cooking or drying laundry. Air it out when outdoor humidity is lowest, and avoid leaving a window cracked for hours on end, which cools surfaces permanently.
5. Heat what you use. Closing the doors of unused rooms shrinks the volume you have to heat. But don't abandon rooms with condensation problems entirely: without heat, they get worse.
6. Consider more efficient equipment. If you heat for long stretches, a properly sized inverter unit can draw considerably less than a resistive heater for the same warmth.
7. Keep an eye on indoor humidity. A cheap hygrometer shows you what's going on. A dehumidifier helps with ambient humidity and condensation, but it is no substitute for repairing a leak.

How much does electric heating cost in Uruguay?

Is it worth asking for past UTE bills?
Yes, as a reference point. To read them properly you need to know how many people lived there, what appliances they used, how many rooms they heated and which rate they were on.
What matters more: square meters or insulation?
Both. A larger home usually demands more energy, but shape, number of exterior walls, ceiling height, roof, openings and insulation all play a part. Square meters alone won't let you estimate consumption.
What do I do if damp appears during a tenancy?
Document it, give written notice and ask for the cause to be identified. If it's persistent or extensive, insist on a technical assessment before accepting a cosmetic repair.
Before you sign
Thermal efficiency isn't something you can verify in listing photos, and "warm," "sunny" or "with DVH" are adjectives, not data.
Check orientation and real sun exposure, the unit's position within the building, the roof, walls and openings, any history of damp, the heating system, the UTE rate and contracted capacity, whatever construction documentation exists, and whether a professional inspection is worth commissioning.
