Short answer

To live year-round in the department of Maldonado, the base with the most services is Maldonado city (100,985 residents in the 2023 Census), followed by San Carlos (29,299), which has its own ASSE public hospital. Punta del Este (17,436 residents in the census locality) works if you check the block and the building's off-season costs. As a price reference, subsidized new housing (vivienda promovida) sold in Maldonado city averaged USD 3,106 per m² of living area in 2025, according to the Agencia Nacional de Vivienda.

How many people actually live in each town

The 2023 Census weighted population by locality, which INE updated in May 2026, shows the size of each place outside summer:

  • La Barra and Manantiales, two of the most sought-after beach towns in summer, have 1,627 residents between them.
  • The municipality of Punta del Este, which covers more than the census locality, has 20,600.
  • The whole department has 212,954 residents; the estimated population for 2011 was 172,130: an increase of roughly 23.7%.

If you read 18,193 residents for Punta del Este, that is the figure released with the final census results in December 2024. The weighted population INE published in May 2026 updated it to 17,436.


What the price per m² tells you and what it does not

The Agencia Nacional de Vivienda (Report No. 49, January 2026) publishes declared sale prices of subsidized new housing for the rolling year ending December 2025. For Maldonado it gives:

  • USD 2,257 per m² built.
  • USD 3,106 per m² of living area.
  • A rise of 16.5% in dollars over the previous year.

Three things to read those figures correctly:

  1. It is Maldonado city, not the whole department. The same report says all declared sales in the department are concentrated in the departmental capital. It does not describe Punta del Este or the beach towns.
  2. It is new construction subsidized under Ley 18.795, not resale housing.
  3. The m² built includes a weighted share of common areas. Living area counts floor area including walls and leaves out patios, terraces and porches. To compare with a listing, use the m² of living area: a 50 m² apartment at USD 3,106 comes to about USD 155,300.

For resale houses and for Punta del Este there is no equivalent official figure: ask for current, dated listings from the same micro-area. To get a sense of lot sizes, the Maldonado parcel viewer shows a median area of 481 m² for standard-ownership lots in the August 2026 Catastro extract; its tax value is not a market price.

Asistencial Médica lists the Sanatorio Cantegril (Av. Roosevelt and Parada 13, Punta del Este), the Sanatorio San Carlos (Av. Ceberio 649) and centers in Maldonado (Centro, Paseo del Este, Lussich) and in La Barra.

School, buses and internet

  • School: the ANEP school map searches by locality and distance. The portal says part of the information was last updated between 2021 and 2022: confirm places, shift and type of school with each one.
  • Buses: the Intendencia (departmental government) brought back winter timetables on the departmental lines on March 2, 2026. Make the trip to your work or to school on a winter weekday, using the current timetable for your line.
  • Internet: ask the provider to confirm service at the exact address, not just in the neighborhood.

Try the house in winter and ask for a year of costs

Visit the home on a weekday morning, at night and after rain. Look at ceilings and outside walls, open the closets, test showers and drains, and see whether sun reaches the rooms where you will spend the most time. Ask for twelve months of receipts:

With a resale house, your escribano (notary) checks the title and debts (they can request the property registry certificate) and an architect compares what was built with the plans. What each one charges and does is in what an escribano does in a sale.


If you are coming from abroad

Rent for a few months in autumn or winter in the area you like before you buy: it is the way to measure how much you use the car and what stays open in July. Is there a hospital in San Carlos?

Yes. ASSE runs the Hospital Florencio Alvariza at Av. Andrés Ceberio 519, which in 2022 had emergency care, inpatient care, orthopedics, operating rooms and an oncology day hospital, and it works as a network with the Maldonado hospital. On the private side, Asistencial Médica has the Sanatorio San Carlos at Av. Ceberio 649.

Can you live in Maldonado without a car?

In central Maldonado, in San Carlos and on the Peninsula there are addresses where you can handle daily life on foot or by bus. In small beach towns, off-season, it is harder. Winter timetables on the departmental lines apply from March 2, 2026: test the trip on a weekday before you buy.

Does buying a house in Maldonado give me residency in Uruguay?

No. Buying makes you an owner, but legal residency is an application with Migración, and tax residency has its own grounds before the DGI. Some tax grounds are based on real estate investments with minimum amounts and days of presence; review them before you sign, not after.
