Living year-round in Rocha: which town to choose before buying a house

Short answer
If you want the beach and to handle daily life without leaving town, start with La Paloma: 6,007 residents per the 2023 Census, 28 km from the departmental capital on ruta 15, with a liceo (secondary school), an ASSE emergency department, supermarkets and a bank. If shops, paperwork and a hospital come first, look at the city of Rocha, with 26,094 residents. Punta del Diablo (2,020) and La Pedrera (317) are much smaller outside the season.

Add the stretch from the specific house. One figure that helps read La Pedrera: the INGAR viewer counts 407 urban padrones (cadastral parcels) for 317 residents, so in winter part of the houses sit empty or the lots are unbuilt.
Winter services: healthcare, schools and connectivity
Public healthcare
An ASSE (public health provider) note dated June 24, 2019 described the department's network like this:
- Secondary-level hospitals in Rocha and Chuy.
- Five 24-hour emergency departments: Centro Departamental de Rocha, Hospital del Chuy, Policlínica La Paloma, Centro Auxiliar de Castillos and Centro Auxiliar de Lascano.
- Clinics opened during that five-year term in Punta del Diablo, La Pedrera, 18 de Julio and Velázquez.
In Punta del Diablo, ASSE took delivery of the new clinic building in May 2015. These are notes from 2015 and 2019: ask your healthcare provider about current services, hours and referrals before choosing a remote house.
Schools and secondary schools
- La Paloma: Liceo Cabo de Santa María, expanded in 2024.
- Punta del Diablo: Escuela de Tiempo Completo N.º 96 (full-day primary school), in a new building since 2022.
- Castillos: UTU technical school.
Check program, grade levels, available places and the real commute from the house. For La Pedrera, also time the trip to the schools in La Paloma.
Internet
If you work from home, check Antel's fiber zones and its mobile coverage map, and ask about availability at the exact address. The owner's speed-test screenshot does not prove you will be able to sign up for the same service.

These are offers on four properties, not a sale range: condition, location and lot change the price a lot. Confirm availability with the seller and add purchase costs and the first round of repairs. Each town, its own test
La Paloma: choose the micro-area, not just the name
Rocha's Dirección de Turismo places supermarkets, pharmacies, the bank and restaurants in the center. A central house and one farther out can share a town and offer very different routines: decide what you need to do on foot, by bike or by car, and walk the candidate blocks on a winter weekday.
A seafront location brings enjoyment and maintenance. On the visit, look at window frames, hardware, the roof and wall joints: corrosion and damp do not show up in listing photos.
City of Rocha: daily life first, the beach as an outing
The capital is the department's commercial, administrative and services hub. If you have children, frequent medical appointments or do not want to depend on seasonal hours, it is the most complete base. Castillos and Chuy are other year-round bases if your work or family is to the east.
Punta del Diablo and La Pedrera: try the winter you are going to live
Summer can lead you to buy for a life you have not tried yet. Rent for a few days in the low season, do your normal shopping and work from there if that will be your routine. The La Pedrera page lists shops and services: check their winter hours.

The trial week before choosing a house

- A winter weekday: shopping, healthcare and school or work, at the time you would do them living there.
- A rainy day: street drainage, access and surroundings. For a first read, use Dinagua's flood viewer.
- The house closed up: how long it sits empty and who airs it out. Look for smells, stains and faults in the systems.
- The annual bill: contribución inmobiliaria (property tax), Primary Education tax (impuesto de Primaria) if applicable, utilities, insurance and maintenance.
- Future plans: if you plan to extend or add another unit, have an architect check the padrón's rules before you settle the price.
Before reserving, ask for the padrón and cadastral locality (the Rocha padrón viewer gives a first idea; the cadastral certificate is the document), and have your escribano (notary) and a building professional check that the plans and the certificate of completion match what was built.

The INE 2023 Census recorded 2,020 residents in Punta del Diablo, which is the resident population, not the summer one. According to ASSE (2019), it has a public clinic, and in 2022 ANEP opened the new building of the Escuela de Tiempo Completo N.º 96. The city of Rocha, with the departmental hospital, is about 90 km away on ruta 9.
How much does a house to live in cost in Rocha?
It depends on the town and the condition. On September 26, 2026, sellers were asking USD 70,000 for a 2-bedroom, 85 m² house in Barrio Parque, La Paloma; USD 45,000 for a 3-bedroom, 101 m² house in the city of Rocha; and USD 50,000 for a 2-bedroom house with an attached apartment in Castillos. These are asking prices, not closed sales.
Is there a hospital in La Paloma?
No. According to ASSE (2019), the department's public hospitals are in the city of Rocha and in Chuy. La Paloma had a clinic with a 24-hour emergency department, as did Castillos and Lascano. If you choose a beach town to live in, ask your healthcare provider what care it offers in the area and where it refers patients.
Is there a secondary school near La Pedrera?
The closest one listed by ANEP is the Liceo Cabo de Santa María, in La Paloma, about 10 km from La Pedrera on ruta 10. La Pedrera had 317 residents in the 2023 Census, so the daily trip to La Paloma is part of a family's routine. Check places, grade levels and winter transport before buying.
