Buying a house in Colonia del Sacramento: neighborhoods, prices and permits

Test the routine first, then choose the house
Colonia invites impulse buying: you arrive by river, walk the cobblestones for a few hours and think "I could live here." To decide, you need another visit: a weekday, in the rain if possible, making the trip from that specific house to the school, the health provider, the supermarket and work.
Four questions change the search map:
- Will you live there year-round or come for seasons? To live there, heating, damp, noise and services open outside the holidays matter. - How many times a month will you cross to Buenos Aires or go to Montevideo? Colonia Express lists five daily departures from Buenos Aires to Colonia in September and October 2026 (8:30, 10:30, 12:50, 18:30 and 20:00), with a 1 h 15 min crossing. Add transfers to each terminal and boarding.
- Will you ever rent it out? Ask for rent actually collected on similar houses, not weekend rates multiplied by twelve.
- How much renovation will you accept? If the answer is "not much", visit with a building professional before making an offer: in old houses the roof, damp, wiring and plumbing and drainage matter more than the paint.

These are asking prices for four specific properties, not closing prices or a neighborhood appraisal. The second has been listed for more than two years: that is also useful for negotiating. Confirm they are still available before using them.
If the house is in the Barrio Histórico, works start with permits
UNESCO inscribed the Barrio Histórico as a World Heritage Site in 1995 and notes that all its buildings, public spaces and street layout are declared a Monumento Histórico Nacional. The buffer zone has a separate boundary.
To carry out works on a property there:
- Review the approval procedure with the MEC (Ministry of Education and Culture).
- Consult the Consejo Ejecutivo Honorario created by Ley 15.819, as well as the Intendencia.
- Read the Barrio Histórico Management Plan published by the Intendencia and the Local Plan for Colonia del Sacramento and its micro-region, Decreto 014/2024.
Before putting a price on the idea of opening a window, extending, replacing doors and windows or turning the house into guest accommodation, ask the seller for the history of approvals and get a written technical opinion.
If you plan to rent it to tourists
You need the departmental license and the registration as a provider with the Ministerio de Turismo. The procedure asks for a current license from the departmental government or an architect's certificate, depending on the case.
The yearly costs of a house in Colonia
Colonia's urban contribución inmobiliaria (property tax) is paid in five installments. In 2026 the due dates of May 8, June 26 and August 21 have passed, and October 23 and December 23 remain. Paying in full gets a 10% discount and paying on time a 5% rebate, according to the Intendencia's urban and suburban property tax page. With the padrón number and the town you can issue the bill online and see whether there is any debt.

Paperwork and purchase costs
Ask for the padrón number, title, survey plan, building records and property tax receipts. The cédula catastral (cadastral certificate) certifies the cadastral value and the identity of the padrón, not the market price or that extensions are legalized; how to request and read it is in cédula catastral step by step.

If you will use a mortgage, say so before putting down a deposit: the bank does its own appraisal and asks for its own documents. Put in writing what happens to the deposit if the title search, the technical inspection or the loan turns up a problem.
